Aeronautical Information Service (AIS) of Ukraine was established in June 1996.
Since September 1998, AIS has been incorporated into the
Ukrainian State Air Traffic Services Enterprise. AIS is the only
authorized and accountable body for provision of aeronautical
information service in Ukraine, it acts on the basis of the
authority delegated to it by the CAA of Ukraine.
Since July 1999, AIS has become a part of the Joint
civil-military air traffic management system of Ukraine.
AIS comprises 3 departments:
- Aeronautical Procedure Design Department;
| - Aeronautical Information Department; |
| - Automation Department. |
AIS of Ukraine is responsible for the collection and
dissemination of official aeronautical information relating to the
entire territory and airspace of Ukraine, including the airspace
over the high seas areas and other areas in accordance with
regional agreements.
The Aeronautical Information Service provides the flow of
aeronautical data and aeronautical information necessary for the
safe, regular, economical and efficient operation of the global
air traffic management system.
Requirements to AIS are defined in the Aeronautical Information
Service rules, based on the standards of ICAO Annex 15, which
specifies the type and amount of information required, as well as
the ways of its delivery to the consumer.
In accordance with the requirements of the ICAO Standards and
Recommended Practices, the Air Code of Ukraine, Provisions on the
use of the airspace of Ukraine and Aviation Rules of Ukraine
“Aeronautical Information Services”, AIS of Ukraine provides the
aeronautical information in a standardized format, which
includes
- Aeronautical Information Publication (AIP), including AIP
Amendments (AIP AMDT);
| - AIP Supplements (AIP SUP); |
| - NOTAM; |
- Aeronautical Information Circulars (AIC);
| - Aeronautical Charts. |
Since January 2008 the AIS has also been publishing the
aeronautical information publication on visual flight rules (VFR
Airfield Guide).
In December 2011, AIS joined the Pan-European AIS database (EAD)
under the scenario of the EAD full set of static aeronautical
data.
Within the framework of the future development of the
aeronautical information system and the transition to digital
technology of collection, storage, processing and transmission of
data/information, AIS participates in ICAO's global project on
transition from Aeronautical Information Service (AIS) to
Aeronautical Information Management (AIM).
AIS participates in realisation of the LSSIP implementation
objective on provision of quality of aeronautical data and
aeronautical information. This objective establishes the
requirements for accuracy, resolution and integrity of
aeronautical data and aeronautical information. It is applied to
the European air traffic management systems (EATMN), their
components and the associated procedures, related to the processes
of creation, receipt, storage, processing, transmission and
dissemination of aeronautical data and aeronautical information.
| Regulatory framework |
Rules, procedures, documentation requirements and the order of
provision the Ukrainian airspace users with essential aeronautical
information service are set out in the following national
regulatory documents:
- Aviation Rules of Ukraine "Aeronautical Information
Service"
(Document)
- Aeronautical charts and schemes information filling
methodology.
